Toda joia, nada monnezza

Mi ero persa questo post del vicino di cortile, dove pure si segnala che l’emergenza è finita. Perfino nel web: “tutto dentro un blogoinceneritore”.
E poi c’è Teresa-Makia (per l’occasione su Gionalettismo), che pure non è convinta che si sia davvero risolto alcunché.
Antonio Bassolino, invece, mi pare fiducioso: leggete gli ultimi due post. Dove si apprende che ha vinto (pure lui): il partito del no è nell’angolo ed è chiaro che i rifiuti non sono né di destra né di sinistra. Per cui, ora si tratta (solo) di svoltare (e guardatevi pure i compagni di svolta, nei tag).

Convinciamoci: la monnezza è davvero sparita grazie al Cav. Anche se i giornali non ne parlano, assicura polemicamente (e documenta fotograficamente) il blog di Camelot, il cui titolare è decisamente di destra, (benché ideale) ma si colloca pure tra i fan dell’assessore Velardi: vedere qui, e al post precedente.
Ora, per carità, che ci sia meno spazzatura per strada (almeno nelle parti più visibili e frequentate della città) è innegabile. Probabilmente anche perché la disponibilità di altre Regioni ad accogliere la nostra monnezza si è sbloccata (ora, con questo governo, e nonostante le polemiche sollevate a fine giugno da Mercedes Bresso).
Il che, però, non vuol dire necessariamente che si sia avviato un ciclo normale dei rifiuti. C’è ancora da sciogliere il noto contenzioso tra Regione e Province, è ancora tutta per aria la localizzazione dell’inceneritore napoletano, per non dire della ghiotta partita della gestione dell’incenerimento, della querelle sull’esperimento della differenziata porta-a-porta e delle polemiche su Asia.
Sempre ammesso (e non concesso, per quel che mi riguarda) che sia sensato e utile parlare (e poi magari fare davvero) 4 inceneritori 4.
Poi ovviamente può succedere che un ciclo dei rifiuti (più o meno virtuoso e sostenibile) decolli, lo vedremo tra qualche mese. Per ora non mi pare che ci siamo. Sicché si spera, ma insieme si teme che l’emergenza si possa ripresentare, a breve, appena il grande caldo finisce, e con il caldo i “pericoli”.
Per capire qualcosa in più, sulle mosse in programma (da parte di vari attori, non solo del governo) attenderei innanzitutto le dichiarazioni che oggi pomeriggio verranno senz’altro rilasciate dal premier (e da altri?) dopo il consiglio dei ministri.
Intanto, volendo, si può riflettere sulle ipotesi di Massimo Villone (articolo sotto), che si domanda perché il colpo di teatro dell’altro giorno, dal momento che il cavaliere certamente è consapevole che la cosa non è così semplice.
E la sua spiega è: puro, lucido, calcolo politico: “uno scacco in due mosse. Io, grande statista, ho fatto … la mia parte. Voi, piccoli governanti incapaci, non fate la vostra. E dunque non aspettatevi sconti e indulgenze di sorta”. Il tutto in previsione della riapertura di una partita più lunga, e dura, per eliminare l’anomalia dei nostri governi locali, tuttora in mano al centrosinistra. Con i quali — sostiene Villone — la luna di miele (ammesso che ora ci sia) non potrà durare a lungo.
Non so, a me Villone sembra un po’ ottimista, ché le quote di consociazione possibili in Campania (e forse non solo qui) sono sempre molto alte. E in fondo potrebbe darsi che, semplicemente, Berlusconi non voglia restare eternamente incatenato alle promesse fatte sulla monnezza. Dopotutto, se in Italia si convincono che la nostra emergenza è finita, poi sono fatti nostri. Fuori di qui, e magari perfino qui, si può andare avanti, parlare d’altro (quale che sia l’altro), giudicare il governo su altri banchi di prova, meno scivolosi.
… Però magari ragioniamoci.
Comunque, sempre per evitare che i meriti del premier restino eventualmente sommersi, si sappia che ieri Martusciello (Fulvio) ha annunciato che oggi la città sarà ricoperta di manifesti.

La strategia del Cavaliere

Berlusconi certifica di aver liberato la Campania, e che l´emergenza rifiuti è finita. Dichiarazione ottimistica. La via per la normalità è ancora lunga. Ovviamente, lo sa anche il presidente del Consiglio. E allora?
La spiegazione più ovvia è che Berlusconi abbia voluto fare un colpo di teatro, in specie dicendo al paese che la promessa di chiudere con l´emergenza entro luglio è stata mantenuta. Probabilmente, se pure le migliaia di tonnellate di rifiuti ancora sulle strade fossero state il doppio o il triplo, la dichiarazione sarebbe venuta lo stesso. Ma l´uomo è sottile, e merita una lettura più sofisticata.
La chiave forse si trova in una frase che questo giornale riporta. Dice Berlusconi: non vorrei che qualcuno buttasse immondizia solo per oscurare l´opera del governo. Una “excusatio non petita”, la chiamerebbero i giuristi. In sostanza, si anticipa il rischio di una strumentalizzazione politica della “monnezza”. I cattivi fin qui responsabili del disastro non potrebbero mai riconoscere il trionfo e i meriti del Cavaliere. E dunque - si presume nottetempo - riempirebbero di nuova “monnezza” le strade opportunamente liberate dal provvido governo. Detta così fa ridere. Ma non fa poi tanto ridere l´idea che sia cominciata una partita politica nella quale la carta già giocata dal governo è appunto la certificazione di aver fatto tutto il necessario, mantenendo le promesse. E quindi, da questo momento in poi, tutto quel che non funziona va addebitato a qualcun altro. In specie, alla Regione ed agli enti locali, che non avrebbero più scusa alcuna.
In questi termini le parole di Berlusconi non sono più l´espressione di un personaggio assolutamente convinto della propria grandezza. Piuttosto, sono il frutto di un calcolo politico consapevole, iscritto nel confronto che nell´arco di un paio d´anni porterà il centrodestra a contestare la primazia del centrosinistra in regione e nei maggiori enti locali. Una mossa che segue all´alzata di scudi dei colonnelli locali del centrodestra di qualche settimana addietro, contro esponenti nazionali troppo benevoli verso il centrosinistra. Il senso e la portata di quella protesta sono stati sottovalutati. Sembra davvero riduttivo considerarla un temporale estivo subito dissolto.
Invece, il problema c´è, e la partita è cruciale. Nelle politiche e amministrative ultime, il centrodestra stravince in Campania. La spinta a superare la restante anomalia di un centrosinistra ancora forte nel governo locale è indubbia. E dunque nessuna luna di miele tra Palazzo Chigi e i governi locali - se mai davvero vi fosse - potrebbe durare a lungo. Soprattutto nel momento in cui anche a livello nazionale riappare il vero e ben noto volto del Cavaliere. E immediatamente si dissolvono le immotivate certezze di una stagione nuova tra maggioranza e opposizione.
È del tutto evidente che nessuno potrà escludere i rifiuti dall´ordine del giorno delle prossime campagne elettorali. Chi ha governato partirà comunque da una posizione di debolezza. Per aver concorso a determinare l´emergenza, e il conseguente danno alla salute, all´immagine, all´economia. Per aver gravato le tasche dei contribuenti campani con una bolletta rifiuti già salatissima, e che ancora aumenterà. E allora non è fantapolitica vedere nelle parole di Berlusconi non già una presunzione vuota, ma uno scacco in due mosse. Io, grande statista, ho fatto con il mio governo per la Campania la mia parte. Voi, piccoli governanti incapaci, non fate la vostra. E dunque non aspettatevi sconti e indulgenze di sorta.
È possibile sottrarsi allo scacco? Certo, è difficile. Presupporrebbe il saper fare in pochi mesi quel che non si è fatto per anni. Dimostrando nei fatti - anche sul terreno minato dei rifiuti - una capacità di buon governo, di corretta amministrazione, di efficace gestione della cosa pubblica di cui s´è persa traccia.

Quanto guadagna attualmente, non un Presidente, non un Assessore ma un Consigliere regionale?

adolescenti italiani. Vi invitiamo inoltre a firmare collegandovi qui la petizione: S.O.S. disastro ambientale in Campania rivolta all’ Organizzazione mondiale della sanità.
Perché il governo italiano si impegni a bonificare le 2551 aree inquinate da rifiuti tossici e si impegni anche a fornire i cittadini delle dovute informazioni proprie di una democrazia e fino ad ora negate a scopo di lucro.
Questa è una richiesta di aiuto indirizzata all’Organizzazione Mondiale della Sanità, perché faccia pressione sul governo italiano affinché smetta di calpestare i diritti umani dei cittadini della Campania e si impegni a bonificare le 2551 aree inquinate da rifiuti tossici e si impegni anche a fornire i cittadini delle dovute informazioni proprie di una democrazia e fino ad ora negate: dire che costruire 18 inceneritori è l’unica soluzione possibile costituisce un’affermazione falsa perché esistono altre opzioni preferibili per la salute della popolazione e più adatte al territorio, come il trattamento a freddo unito alla raccolta differenziata. Ma queste informazioni sono celate e negate a scopo di lucro.

Domenica 20 luglio 2008 alle ore 10.30 in Palazzo Marigliano alla via S. Biagio dei Librai 39, presso il Teatro Tinta di Rosso, si riuniranno le Assise della Città di Napoli e del Mezzogiorno d’Italia per discutere del
seguente tema: “Informazione e partecipazione del pubblico in materia ambientale: l’evoluzione normativa a livello internazionale, comunitario e nazionale.”
Relazioneranno: la dott.ssa Valentina Rossi, Istituto di studi giuridici del CNR Napoli, e Giacomo Buonomo, segretario Centro studi e coordinamento della partecipazione democratica, con particolare attenzione alla mancata applicazione del Decreto Legge numero 4 del 16/01/08.
Da alcuni anni è in atto, a livello normativo, il progressivo riconoscimento del diritto del pubblico all’informazione ambientale, alla partecipazione ai processi decisionali e all’accesso alla giustizia in campo ambientale. Tale processo va delineando un nuovo modello di governance ambientale che mira a realizzare l’effettiva integrazione degli aspetti ambientali, economici e sociali, ed a favorire la trasparenza dei processi decisionali pubblici, la legittimazione delle scelte adottate, la responsabilizzazione dei decisori pubblici. Il riconoscimento di diritti volti a consentire e tutelare una partecipazione consapevole ed efficace nelle scelte pubbliche dotate di un rilevante impatto sull’ambiente mira, inoltre, a modificare il ruolo che gli individui rivestono nel perseguimento degli obiettivi di sostenibilità dello sviluppo. L’individuo diventa un soggetto attivo, responsabile della tutela degli interessi della collettività e in grado di esercitare un controllo
sull’attività delle autorità pubbliche.

Io sono di sinistra - si fa per dire - ma Bassolino no. Cacciatelo finché siete in tempo!
E’ la capoccia di un sistema di potere che va disarticolato profondamente. Ohé … non è che a destra siano meglio! Ma dopo un pò di purga, i napoletani seri potrebbero prendere le redini, scacciando i destri, e non avendo più il signor monnezza tra i piedi, né il suo sistema diffusissimo. Parola di Pacoloio.

La conclusione in luglio dell’emergenza rifiuti è perfettamente nel copione stagionale campano: in maggio puntualmente si apre una crisi rifiuti, quasi sempre creata ad arte (come sostengono magistratura e commissioni d’inchiesta e come dimostrano singolari errori gestionali ad orologeria) che richiede un paio di mesi di superlavoro da parte di trasportatori di rifiuti, gestori di aree di stoccaggio e gestori di rifiuti in genere (il caldo incombe e questi soggetti vengono individuati con procedure semplificate). Lo schema tipico di questi anni vede poi entro fine luglio la fine della fase acuta (indice dell’avvenuto superlavoro di cui prima) e concede un sereno agosto di vacanza.

Berlusconi dice di non conoscere le cause dell’emergenza ma si compiace intanto della risoluzione della fase acuta
Capo del Governo tra il 2001 e il 2006, in quegli anni in cui l’emergenza si è aggravata notevolmente, Berlusconi ha agito d’intesa con Bassolino e Catenacci che erano i Commissari Governativi per l’Emergenza Rifiuti. Negli stessi anni molte procedure d’infrazione europea sono state aperte nei confronti dell’Italia per il mancato recepimento della normativa ambientale europea. In particolare il governo Berlusconi fu autore nel 2006 di un decreto (D. Lgs. 152/2006) che disincentivava la raccolta differenziata e riduceva i controlli sui trasporti di rifiuti (all’epoca i media si interessavano poco dei trasporti illegali di rifiuti tossici!).

La Commissione Europea continua a chiedere soluzioni definitive. La ricetta proposta dal governo è sconcertante: ben 14 nuovi impianti di smaltimento di cui 10 discariche e 4 termovalorizzatori, di cui si potrebbe fare tranquillamente a meno con accorgimenti gestionali sugli impianti esistenti, con impianti di nuova generazione (meccanico-biologico, riciclo dell’indifferenziato,ecc) e con impianti di riciclaggio/compostaggio che facilitino l’attuazione dei pianti di raccolta differenziata che i comuni stanno realizzando, a seguito dell’ordinanza Prodi del gennaio 2008.
Queste attività sottrarrebbero però incentivi di Stato agli impianti di incenerimento (incentivi bocciati dall’UE) ma confermati in questi giorni dal Parlamento Italiano per la sola Campania, con l’appoggio dei parlamentari di opposizione che anzi hanno fatto emendamenti peggiorativi in questo senso (i campani Iannuzzi e Andria).
Auguriamoci che il governo sia in grado di tenere lontana l’emergenza rifiuti. Vigiliamo però sul fatto che, mentre un business si potrebbe chiudere (l’emergenza) un altro sembra aprirsi (lo smaltimento sovradimensionato).

non c’è dubbio che tu abbia ragione. Ma ovviamente avrai colto che qui si ironizzava un po’ (anche per non piangere).
E cmq da oggi tutto funzionerà come-se davvero l’emergenza fosse finita. Il che costituisce un nuovo problema.
