L’inchiesta-che-non-c’era ora c’è
Notizie ancora poche ed essenzialissime, ma fra un po’ ovviamente se ne saprà di più.
Per ora, l’operazione sarebbe ancora in corso ma si parla di 13 ordinanze di custodia cautelare (una delle quali in carcere, le altre con arresti domiciliari) per l’inchiesta sul Global service. In cui sarebbero coinvolti, oltre all’imprenditore Alfredo Romeo, quattro assessori o ex-assessori comunali (Di Mezza, Laudadio, Cardillo e Gambale), un paio di parlamentari (secondo le fonti del Velino, Lusetti del Pd e Bocchino del PdL), un ex provveditore alle opere pubbliche e un colonnello della Dia.

Arrivano un po’ di facce (Videocomunicazioni si dedica agli assessori, Polisblog ai parlamentari, per i quali sarebbe stata richiesta la possibilità di utilizzare le intercettazioni).
Varie cose su Repubblica-Napoli, compreso il punto sulle accuse dei PM. Che trovate anche sul Mattino, insieme con tutti i nomi (ma ce ne sono due che evidentemente nessuno sa chi sono) e altre (grandi) facce.
Da non perdere. La conferenza stampa del Sindaco. Che attacca spiegando come la sgradita sorpresa abbia turbato l’appuntamento che aveva preso con il dentista (e che non ha annullato!) e finisce spiegando quanti integerrimi ci sono nella sua giunta.
Però date anche un’occhiata a questo pezzo del Sole24ore, dove Lepore commenta che “Questo non è un bel giorno per Napoli”.

Di recente, Veltroni ha chiesto alla Iervolino un ennesimo “rimpasto”. Credo che, fatta salva la presunzione d’innocenza, la Iervolino dovrebbe cambiare (quasi) tutti gli assessori…
In ogni caso, la misura è colma, le scatole dei cittadini sono piene, forse sono piene le tasche dei politicanti nostrani:
elezioni anticipate, al Comune e alla Regione! (Vorrei che d.l. e gli altri bloggers mi illustrassero eventuali soluzioni alternative… .)

E’ arrivato il momento di proporle, studiarle e condividerle tutti insieme. L’incontro di domani, alla luce dei recenti fatti, assume a mio parere una valenza ancor più operativa e decisionale.
LA misura, come giustamente sottolinei, è colma e traccheggiare sarebbe come porsi in una condizione di favoreggiamento nei confronti di questa classe di gaglioffi che hanno saccheggiato impunemente la città.

Conosco chi da tempo avrebbe voluto denunciare pubblicamente Romeo, ma da tutti i media cittadini si è solo sentito rispondere che non avrebbero pubblicato una riga di quelle denunce.
Addirittura il sig. Romeo aveva nominato “addetto stampa” tutti i giornalisti (nonché le giornaliste bionde e molto attive in città) delle tv locali, semmai qualcuno di essi volesse farsi tentare.

credo che in Abruzzo, dopo la vicenda Del Turco, alla competizione elettorale abbia partecipato una lista civica, con i soliti risultati irrisori.
Tu, per Napoli, immagini addirittura diverse ‘liste civiche’… ! Ci sarebbe quella di Velardi (non so se confermata, dopo gli ultimi eventi, anche se la persona fisica-Velardi non coincide con la persona fisica-Romeo. Ma…).
E comunque, come si fa ad andare ‘oltre’ Pd e PdL che, non da soli, hanno la città (e la regione) in mano? Non mi riferisco ai soli politicanti, ma a personaggi ed interpreti vari: imprenditori; professori universitari; giornalisti; sindacalisti, etc. Tutti coloro che hanno contribuito, in misura secondo me determinante, a vari successi elettorali.
In molti, sarebbero pronti a riciclarsi, o a rispecchiarsi, proprio nelle eventuali ‘liste civiche’.

Ad una crisi politica si risponde con la politica, le scorciatoie civiche non portano da nessuna parte. Poi se il sistema si chiude in se stesso come accadde nel 2006 allora val la pena di provarci con una lista indipendente come facemmo noi con DI. Ma in questo momento mi pare che i due schieramenti non siano in grado di chiudersi in se stessi. Dunque bisogna sfruttare questa breccia.
Per me la strada per uscirne corrisponde alle primarie del centrosinistra (non del PD) per il comune.

La noia, cosa ti fa pensare che le liste civiche siano lontane dagli apparati? A me sembra che l’atteggiamento “candido” sia il tuo. (Certo: se poi ci facciamo la nostra confortevole lista di blog restiamo lontani dagli “apparati”, ma prendiamo 4 voti 4). La città è tanto più complessa delle nostre opinioni qui…
Quanto al giacobinismo, ne abbiamo già fatto una bella scorpaccaita in questi 15 anni, abbiamo già dato.

io condivido il tuo ultimo commento, ma, allo stesso tempo, mi sembrano fondate le preoccupazioni di “lanoia”, sulle primarie, anche alla luce di esperienze (negative) passate.
Due osservazioni, da parte di uno che comincerà…non votando alle ‘Provinciali’ (litania personale a cadenza quotidiana):
- primarie sui programmi, anzitutto. Questo sarebbe una prova di democrazia partecipata. Perché, come metti un nome qualsivoglia in giuoco, subentrano Orazi e Curiazi e vari ‘interessati’: credo che in 3 giorni, il Pd al Vomero abbia fatto circa 1000 tessere (in proiezione futura? ‘Amatiani’ formalmente, in maggioranza, sui ‘cozzoliniani’. Attenzione: riporto quello che vari ‘uccellini’ mi hanno riferito: vale il beneficio dell’inventario, ma ritengo le mie ‘fonti’ attendibili)… .
- i nomi (e la leadership, naturalmente) arriverebbero successivamente, in base al programma scelto dai cittadini. In ogni caso, ragionando in astratto, ma tenendo conto dei numeri, decisivi in politica, cosa intenderesti per (i ’saldi’ del) “centrosinistra”? Un’ulteriore ‘Arca di Noè’, allargata stavolta ai rappresentanti locali…di Claudio Fava e di Cuffaro (!!!)? E poi, Idv (v. in Campania, ad esempio, Nello Formisano…): sì o no?
Peraltro, è tutto prematuro. La Iervolino, al momento, non si dimette. Non vuole sentire ragioni (e quindi continua a ‘farsi cuocere a fuoco lento’)! Non si sa che altro accadrà nei prossimi giorni.
O.T. Potreste ipotizzare un…sunto o qualcosa del genere, dell’incontro di domani.

Nutro delle perplessità a fronte delle tue idee e mi permetto di palesartele:
1) le primarie non offrono, a mio parere, le garanzie neccessarie per il raggiungimento di un obiettivo individuabile nell’individuazione di una nuova leadeship/classe di amministratori. La memoria, non ancora compromessa dall’età, mi porta a quanto accaduto sia a livello nazionale, sia, sopratutto, a livello locale con gli scatoloni in “viaggio per Roma” e con tutte le sconcezze denuniciate da più parti.
Altro sarebbe ricominciare a fare politica alla “vecchia maniera”: individuazione di una leadership, confronto (anche duro) sui programmi, sugli obiettivi e sulle metodologie per conseguirli. Certo, questo presuppone la fine di un certo “protagonismo”: mettersi in discussione attraverso il confronto, è cosa spesso pericolosa.
2) Personalmente non intravedo nessuna breccia all’interno degli apparati. Quella aperta dalla Procura, stai certo che verrà rattoppata nel giro di poche ore/giorni e questo nonostante siamo di fornte al più grande “buco” dai tempi di tangentopoli. La mia idea è quella di uscire dagli apparati e di far uscire anche, e sono tanti, quelle personalità in grado di fare politica e di proporsi attraverso la forza del prorpio essere e delle proprie idee.
3) Una lista civica, sopratutto se fatta da blogger, magari come dici tu, prendera “4 voti 4″. Ma fare politica, impegnarsi da elemento della società civile, significa per forza di cose “vincere”?
Personalmente preferisco 4 voti “puliti”, raccolti con la forza delle mie idee, dei miei programmi, del mio impegno personale, ad un seggio in consiglio ottenuto attraverso sistemi ai limiti del delinquenziale.
4) la scorciatoria civica, sempre a mio parere, è politica nella più nobile accezione del termine. O forse che per “fare politica”, sia necessario sempre e comunque l’imprimatur di un apparato partitico?

trovo divertente che ancora si facciano distinzioni tra destra e sinistra, divertente e un bel po’ naive.
I due attuali schieramenti sono corpi definitivamente incancreniti, pieni di metastasi, immettere nuove “cellule” vuol solo dire far ammalare anche quelle.
Se Brancaccio pensa che si possa entrare nei partiti per cambiare le cose da dentro sta fresco. Tanti prima di lui ci hanno creduto, anche in buona fede, ma poi non gli è stato permesso di fare un tubo. I più onesti (pochi) sono usciti, gli altri hanno accettato la logica e sono stati in silenzio.
Una volta dentro, ammesso che si entri, si deve solo seguire ciò che i vertici impongono.
Alle scorse primarie qui nella zona (p)Est è dovuta accorrere la digos.
E poi io sarei l’ingenuo e/o il disonesto intellettuale!!!
Avete letto la dichiarazione del consigliere Carotenuto (del quale ho detto la mia disistima pubblicamente) che ha deciso di uscire da Rifondazione che, a suo dire, gli ha tarpato le ali e lo ha solo usato? Ci sono volute 3 consiliature al comune per capire che era in un apparato di melma? Che volpino!
Ora scappano tutti appena sentono l’acqua che gli tocca la borsa scrotale, per quelli che ce l’hanno, of course.
PS: Perdonate la mia disinformazione, ma sicuramente saprete colmare le mie lacune: quali importanti politiche sta portando avanti l’on. Mazzarella da quando è stato eletto nel PD?? Se ricordo bene qui ha forti sostenitori che ne sapranno più di me.

Ora che sappiamo cosa è il sistema Romeo, alcune cose da garantista, non ci frega se è colpevole o innocente.
Noi non avremmo mai dovuto riconfermare appalti a Romeo, era nel programma del bassolino 1.
All’epoca si chiamava e - erre, ci fu la confessione che lui medesimo diceva che dava soldi a tutti, erano come le cavallette i politici!
Disse anche che aveva lasciato spontaneamente su un divano di un comitato elettorale 50 milioni di lire, si vede che il candidato gli stava bene!
Poi Alfredo Vito, l’onorevole pentito, confessò che aveva incassato sempre dal bravo immobiliarista quattro miliardi sempre di lire e promise che li avrebbe restituiti.
Promessa mantenuta e bassolino disse che ne avrebbe fatto il famoso parco mazzette, con gusto stra-paesano, ma dove si trova? Boh!
Poi ricordo una famosa intervista di Romeo sulle locazioni di favore del Comune, disse che attraverso i contratti si poteva ricostruire tutta la politica locale!
Mai saputo più nulla, tutto si è tenuto e tutto si è insabbiato.
Non so assolutamente se esistono o no reati, i magistrati indaghino.
Però la posso dire una cosa?
Perchè si sono riconfermati i contratti a Romeo, abbracciandolo pure, in sala giunta?
Quell’abbraccio sdoganò tutti i comportamenti disdicevoli, diciamo così.
L’AZZARDO MORALE di quella azione a posteriori, dopo aver dichiarato che si sarebbero stornati gli appalti chiacchierati, chiuse un epoca, i fastidiosi rompiscatole eravamo tornati noi, negri.
E dire che gli avevamo pure dato voti e consiglieri saliti.
Sarebbe stata meglio la Mussolini, con il senno del poi, populista certamente, ma non mi pare capace di azzardi morali, ma quel cognome ci spaventò.
Avesse almeno evitato di dire : e mi nonno deqquà e mi nonno dellà, saputo qualche informazione utile sugli indici della borsa, ( bel trappolone di Velardi ), forse si poteve pure fare una prova locale, sicuramente, peggio di così, la storia non ci perdonerà, complicità e silenzio non sono mancati, a sinistra come a destra, è tutto un unicum, che schifo.

lo dico da mo’: non voto a nessuno, nè politico nè civico (figurati velardi). accetto questa forma di impotenza. soprattutto quando ci si torna a ridurre sulla prospettiva elettorale come - nei fatti - unica. con mrd la più grande stronzata che abbiamo fatta è stata quella di ritirarci come sconfitti solo perchè sconfitti alle elezioni tradendo l’impegno pubblicamente preso a una presenza politica ciclica, per almeno 5 anni, e tradendo anche le nostre analisi che eravamo di fronte a un sistema ala frutta. mo’ succede la stessa cosa, la riduzione alle forme stiticamente tradizionali della politica, quando mille segnali di fumo, molto più ricchi, e numerosi, delle voci e degli occhi politici intrinsecamente professionisti e separati, mille pratiche vivono spesso irraccontabili nei nostri schemi e nelle nostre ambizioni strategiche. Che senso può avere riprendere la vecchia promessa di candidarci a una presenza politica non evenemenziale e assolutamente sperimentale ma fatta di tempi (anche di intrecci di tempi) al di fuori delle cadenze stitiche e/o spettacolari della politica? obama non ci sta e anche quello che c’è, se c’è anche per noi, è solo se è l’uso che se ne fa.

La cosa drammatica è che qui si gode dei guai altrui, ma non si trova all’orizzonte uno straccio di speranza di miglioramento. Come se ne esce?
Personalmente sono con Luciano, ma l’idea di aprire una breccia nel PD attuale la vedo dura ma molto dura, è talmente lesionato e fratturato che rischia di venire giù!

Pienamente d’accordo con stefano e luciano, la via giudiziale non è mai la soluzione. Il problema per un riformista è come impedire che cose del genere si ripetano. Come trovare una risposta politica. Poi godere di quelli che vanno in galera, e per alcuni di essi ci sarebbe tanto da dire (a cominciare dalla questione morale e dalle bandiere di legalità su cui hanno fondato le loro fortune politiche), non mi sembra un cosa particolarmente esaltante.

Fortunatamente che c’è stata ’sta ventata di efficienza della magistratura, sino a ieri prona pur essa a queste amministrazioni di farabutti.
Se era per questo carrozzone delle buone intenzioni fine a se stesse che sono tutte ’ste associazioni che dicono, fanno, disfano ma finiscono per contare come il due di coppe a briscola e non cavano un ragno dal buco, stavamo freschi.
Quindi voi sdegnatevi, rattristatevi, indignatevi, fate insomma un pò come vi pare.

Non ricordo esattamente tu dove eri nel 2006. Ricordo che quelli che oggi non esultano per gli arresti ma si interrogano sul che fare, stavano li a metterci la faccia. Forse conteranno come il due di coppe, ma almeno hanno provato a fare qualcosa di concreto.

A Fraba,
non ci sono formule che garantiscono che i giochi siano puliti, questo mi sembra chiaro, quindi neanche le primarie si sottraggono a questa infelice possibilità. Ma la strada da te individuata: costruiamo una leadership e un programma tra di noi - tra coloro che hanno sinceramente a cuore la res publica - e poi facciamo politica alla “vecchia maniera” con un confronto anche duro sui programmi è una roba che si presta a due sviluppi, entrambi negativi. O ce la cantiamo e ce la suoniamo tra di noi (e ti assicuro che poi non te ne fai nulla di quei 4 voti, perché poi devi lavorare, non puoi stare sempre a presidiare la scena pubblica - e con questo rispondo anche a chi diceva che il grande errore di DI è stato quello di ritirarsi: con quali soldi e risorse umane andavamo avanti please?); oppure imbarchi gente che rema contro, stringi accordi sottobanco che ti snaturano, alla fine ti confondi col vecchio sistema senza alcuna possibilità di controllo. Con le primarie invece almeno una parte dei giochi viene a galla.
Quanto agli scatoloni in viaggio per Roma, quelle erano primarie col trucco, vale a dire primarie senza mercato politico. Si eleggeva il segretario del PD contestualmente all’assemblea costituente, una roba diabolica. Ma con le primarie del centrosinistra per il candidato sindaco (non per una carica partitica) il mercato politico si aprirebbe: voterebbero tutte gli elettori che si sentono entro una cultura politica ampia, riformista e di sinistra. Questo anche per rispondere a F. T.: il centrosinistra che ho in mente è quello che definirebbero gli elettori con la loro partecipazione votando per un candidato sindaco di centrosinistra che gli piace. Certo lo so che è dura, che - come dice Stefano - praticando quella breccia rischia di venire giù tutto, ma se non ora quando? Assieme al disastro questi frangenti aprono delle finestre di opportunità. Io penso alla possibilità di animare il mercato politico attraverso candidature plurali (non credo che riusciranno a mettersi d’accordo su candidature blindate, non credo che ci riusciranno a Napoli città). Se condotta bene la campagna delle primarie può essere un buona iniezione di competitività politica.

non penso minimamente a entrare nei partiti, ma le primarie non sono esattamente un congresso di partito, tantomeno se sono di “centrosinistra”.
Le primarie sono una forma di partecipazione politica volontaria in sé, non richiedono una adesione preventiva.
Ancora a F. T. sulla questione “vanno decisi i programmi prima della leadership”. Scusami, è una falsa questione, tipica dei bizantinismi della politica dei partiti-chiesa (”qual è la linea, compagni?”). I programmi si selezionano assieme alle leadership, le leadership si propongono con la propria credibilità e con le proprie linee programmatiche (una cosa semplice non il programma dell’Unione), e questo favorisce una partecipazione di massa alla selezione, incentiva in altri termini la democrazia. Ma quanti cittadini parteciperebbero alla “selezione dei programmi”? La semplificazione - se vuoi la personalizzazione entro certi limiti - è direttamente proporzionale alla partecipazione democratica. Altrimenti, se vogliamo discutere di programmi astratti e scissi dagli interpreti, la sede giusta sono i famigerati apparati.

non ho altre proposte, la mia idea di lista civica l’ho espressa qui un po’ di settimane fa (nel post CIVICNESS) e mi sono preso la mia dose di critiche. E’ parecchio radicale e vede solo uno sviluppo dal basso e mi rendo conto che non è facile. Forse è meglio seguire il consiglio di salvatorep ed astenersi, anche se so perfettamente che non risolve nulla.
Durante la scorsa campagna elettorale per le politiche, che vedeva me candidato, l’ho ripetuto a tanti che il non voto non è la soluzione di nulla, ne sono convintissimo, ma….quando arriva lo scoramento….
Ora c’è una lista civica abbastanza trasversale (e che pare si stia facendo un po’ di spazio in città) che mi sta spingendo, ma credo che la mia parentesi politica sia già finita. E sono il primo a sapere che nessuno piangerà per questo, ammesso che qualcuno si sia accorto che una mia parentesi politica c’è stata.
Anch’io, come voi, all’indomani del risultato elettorale poco entusiasmante ho ceduto. In questo concordo con Brancaccio, senza soldi, senza basi, fa paura.
In più ero quasi da solo, voi almeno eravate una squadra, con un po’ di sforzo potevate portarlo avanti il progetto (che avevo votato anch’io, come ho già detto spesso).
Per ora sto a guardare cosa accade, ma il mio pessimismo al momento non mi fa presagire cose buone, la gente è anestetizzata, resa inerme, grosse (e vere) rivoluzioni non ce ne saranno, purtroppo.

Però magari serve ad appagare l’istinto da Boy Scout/Aiuto la vecchina ad attraversare la strada che alberga in ciascuno di noi.

- La penso diversamente sui ‘programmi’: mi riferivo a quelli di governo [amministrativo] del territorio, il che è diverso, a mio parere, dalla ‘linea’[politica] dei ‘compagni’ (?). Perché non provarci? Perché (oggi) i cittadini vanno nelle sezioni di partito solo per la tessera (et pour cause…) o, in occasione delle primarie, per votare il famoso, o famigerato, nome, già scritto?
- Allo stesso tempo, sono d’accordo con te sulle primarie per il candidato sindaco (estese al candidato presidente della regione?). Ma, anche in questo caso…chi partecipa, ahimé: alla ‘convention’, ratificherebbe semplicemente i nomi già STABILITI dai partiti (e quindi da quelle “cariche partitiche”, menzionate in un passaggio del tuo ultimo commento, …’incoraggiate’ da un tesseramento discutibile [v. un mio scritto specifico di ieri]) o avrebbe la possibilità di scrivere ‘liberamente’ la propria opzione?

Perché dici che con le primarie si ratificherebbero “i nomi già stabiliti dai partiti”, caro Franco?
Per partecipare da candidati alle primarie di centrosinistra non occorrerebbe essere iscritti ad alcun partito (il centrosinistra è un concetto ampio e generale, non è una formazione politica con statuto), il requisito è la raccolta di un certo numero di firme a sostegno della candidatura.
Guarda che là dentro (nel “centrosinistra”) c’è una sommatoria di gruppi politici informali, non so come dire, non ci sono “apparati” in senso tecnico. A me sembra una specie di prateria, se si gioca bene la partita la si può percorrere con successo.
