Altri che lavavetri!
Noi teniamo i clochard a viale Dohrn, a due passi dal Circolo del Tennis. E pure (insieme alla Sicilia) il record degli alloggi popolari abusivamente (e spesso camorristicamente) occupati (articoli sotto). Che volete che ci freghi dei lavavetri?
Poi comunque del caso fiorentino si parla anche in città.
E il parallelo è piuttosto con i parcheggiatori abusivi, scomparsi per un attimo nel lontano ‘93, ma ormai tornati a pieno regime ai loro posti.
Il presidente della Municipalità 1, Fabio Chiosi, dice che in consiglio comunale An riproporrà un emendamento al regolamento di polizia urbana (già bocciato tempo fa), con un richiamo al codice penale sul modello di Firenze, per colpire anche i lavavetri. Il viceprocuatore Paolo Mancuso, invece, è contrario a sparare nel mucchio e poi, in fondo, non gli pare possibile “reprimere l’attività dei lavavetri”, in un posto dove “non si riescono a fermare i gruppi di ragazzini che sputano sui turisti al centro storico”. Chi dovrebbe farlo? si chiede. Infine, l’assessore alla legalità Gambale definisce “iniziativa estiva” quella di Firenze. E ritiene che per reprimere quelle attività non servano nuovi provvedimenti: le leggi ci sono, basta che polizia municipale e forze dell’ordine le facciano rispettare. “A Napoli, piuttosto, la vera priorità sono i posteggiatori abusivi”. E le case occupate no?

Una baraccopoli nel cuore della Napoli “bene”, con materassi e improvvisate cucine tra le aiuole. A pochi passi da via Caracciolo e dallo storico Tennis Club Napoli della Villa comunale. I giardini di viale Dohrn, infatti, in una delle zone più chic della città, sono diventate delle vere e proprie dimore per numerosi senzatetto ed extracomunitari in questi torridi giorni estivi.
Sedie a sdraio sgangherate riposte all´ombra per prevenire il calore pomeridiano, sacchi a pelo sporchi abbandonati sull´erba, buche scavate tra i cespugli adibite a bagni e discariche a cielo aperto. Sono questi i segni tangibili del degrado. Sono in tutto una decina gli inquilini tra clochard ed extracomunitari: alcuni ci abitano da settimane, altri sono solo ospiti di passaggio.
Ai passanti che chiedono spiegazioni sull´occupazione del giardino, rispondono senza problemi: «E´ una zona bella che si affaccia sul mare. Con questo caldo, qui si sta bene. Qual è il vostro problema?». Un clochard afferma: «Non abbiamo dato mai fastidio a nessuno. Abitiamo qui da alcuni mesi e ormai ci sentiamo una famiglia unita». E conclude: «Siamo innocui. Ecco perché non ci sono mai state lamentele».
In realtà, lo scenario che si presenta agli occhi di turisti e cittadini è quello di una zona lasciata all´incuria e alla sporcizia. A due passi dal mini-accampamento, infatti, ci sono un bar e i gazebo di una fiera permanente spesso affollati anche da turisti, mentre a pochi metri di distanza lavora una coppia che fitta biciclette e ha alcune giostrine elettriche per bambini. «E´ una vergogna per l´intera città di Napoli - spiega la signora Concetta, una cliente del bar “Chalet del mare” - in mattinata i barboni si vanno anche a lavare nella fontana di piazza Diaz e nessuno fa nulla per ridare decoro alla zona». Una fontana che diviene dunque all´occorrenza anche una vasca per il bucato. I vestiti vengono poi stesi sull´erba e fatti asciugare al sole.
Poi, la sera, la scena cambia radicalmente. Quando extracomunitari e barboni occupano i loro posti nelle aiuole, i caroselli di automobili in cerca di un posto e le lunghe code del traffico cittadino fanno la fortuna di alcuni parcheggiatori abusivi che si sono divisi il territorio e il facile guadagno di viale Dohrn. Le cifre del business dei parcheggi abusivi sono notevoli. Alcuni riescono a guadagnare anche duecento euro a sera, con punte straordinarie, nei weekend e nelle serate di festa, di oltre trecento euro.
Intanto l´amministrazione comunale fa sapere che è già a lavoro per trovare una sistemazione adeguata e per fornire assistenza con il Camper dei servizi sociali. Fabio Chiosi, presidente della Municipalità di Chiaia, afferma: «Ho già segnalato la questione all´assessore Riccio. Provvederemo al più presto a sgomberare l´area. Già all´inizio di luglio era stato effettuato un intervento».

CORTE DEI CONTI /Iacp, a Napoli il record degli alloggi popolari occupati illegalmente: sono 8.640
NAPOLI - La Campania, assieme alla Sicilia, ha il record di case popolari occupate illegalmente: il 14% circa degli alloggi Iacp. E’ quanto emerge dalla relazione della Corte dei conti sulla base delle indagini in materia di Erp svolte dalle singole Sezioni regionali di controllo.
«Intenso - dice la Corte dei conti - è il fenomeno registrato in Campania, dove (alla fine del 2003) l’occupazione senza alcun titolo interessa 9.107 alloggi di proprietà degli Iacp, pari al 13,59% degli alloggi in gestione; riguarda, invece, 8.793 case di proprietà dei comuni, pari al 32,91% degli alloggi da loro gestiti. Quest’ultimo dato sottolinea la Corte dei conti - è massimamente influenzato dalle risultanze registrate in ordine al comune di Napoli (8.640 occupazioni senza titolo), che è interessato per 7.357 posizioni da procedure di regolarizzazione».
Sulla stessa linea l’andamento del fenomeno registrato in Sicilia, dove, anzi, la percentuale degli alloggi di Erp occupati illegalmente sale al 14,39% rispetto al totale del patrimonio gestito. Tale abusivismo tocca la percentuale del 6,73% nel Lazio, del 7,97% in Puglia e del 2,20 in Sardegna. «Inversamente proporzionale’ all’entita» delle occupazioni illegali, sottolinea inoltre la Corte dei conti è invece il fenomeno della mancata occupazione degli alloggi gestiti dagli Iacp o ex Iacp. E infatti in Campania e in Sicilia la mancata occupazione registra rispettivamente una percentuale pari all’1,26% e al 2,72%. Inoltre Napoli ha il record del canone di affitto più basso con 42 euro, un quarto di quello di Bolzano che fa registrare il più alto con 160 euro. ::

scusate, ma ci si stupisce ancora? che napoli sia una città barbara lo sappiamo tutti, ed è una cosa talmente evidente… certo, fa ancora arrabbiare, soprattutto quando uno torna dall’estero, o solo dal nord, e vede quanto le cose sono diverse. Qua esiste un ridicolo tentativo di essere una città normale, facebdo finta che leggi siano le stesse per tutta l’Italia. Ma non è così, tragicamente non è cpsì. E’, e sarà sempre, una città barbara. Approssimativa e barbara.
